Abstract | Decentralisation reform has been an ongoing objective of the Cambodian government. This analysis looks at the current national and sub-national Cambodian government structure, to reflect on gaps and challenges related to governance of the environment and natural resources focusing specifically on protected areas and community protected areas. Considering the 2023 Environment and Natural Resources Code’s recent entry into force, which mandates a significant delegation of responsibilities to sub-national authorities, there is a vital need to address current and anticipated gaps and challenges to ensure robust and comprehensive environmental and natural resources governance in Cambodia. This analysis aims to provide knowledge and guidance in order to help improve clarity of delegation of governmental responsibilities to enhance governance of protected areas and community protected areas, as well as to contribute to improved rule of law, particularly in relation to the environmental legal framework. |
