Abstract | Through LMAP, and subsequent LASSP, Cambodia has made impressive progress in building a functioning cadastral system over the last ten years. This process has proved complex and challenging, but since commencing, the land registration teams have successfully issued over 1.7 million land titles, a strong legal framework has been developed for the functioning of the land administration bodies and mechanism, institutions have been built and strengthened, and a dispute resolution process has been established for dealing with disputes over unregistered land. Although these achievements are largely down to the hard work of the MLMUPC and its associated departments, the swift progress was made possible with the financial and technical support of numerous development partners. Despite these considerable achievements there have been set-backs and challenges along the way, many of which have been discussed elsewhere in academic literature, civil society and media reports. There is evidence that despite the development of a comprehensive legal framework and experienced institutions, the mechanisms established have been implemented more successfully in some areas than in others. In this study the authors sought to assess how the SLR process was implemented in four study areas, two urban and two rural, in Phnom Penh, Banteay Meanchey, Preah, Sihanouk and Kampong Cham. In particular the study sought to gather more information on the issues of exclusion, dispute resolution and subsequent registration. |
