Abstract

FIRST PARAGRAPH OF ARTICLE: In January 1975, Thailand's legislature passed the first land reform law in the country's history. It was hailed at the time as a "revolutionary new deal for five million farming families throughout the nation." In retrospect this assessment has proved to be a considerable exaggeration. The essential goal of a land reform program, redistribution of land from large landowners to small landowners and tenants, has not been met, nor is there reason to believe it will be met in the future.
