Abstract

This report is a joint effort between the Community Empowerment and Development Team (CEDT), a Cambodian NGO, and ClientEarth, a UK-based international environmental law NGO, with support from Columbia University and Lewis and Clark Law School, both based in the US. This report was developed following initial discussions with a number of stakeholders, including the Ministry of Environment (MoE), who expressed an interest in examining the potential means by which to strengthen the current Community Protected Area (CPA) system in Cambodia. The report identifies gaps in the framework, as well as implementation challenges, and recommendations for addressing said gaps and issues.
